The American Human Rights Council (AHRC-USA) joins the international community and peace-loving people around the world in strongly condemning the recent Israeli aggression that violated the sovereignty of the State of Qatar and endangered civilian lives. Qatar is not a neighboring country to Israel and is not in a state of war with Israel. Any Israeli operation targeting Qatar requires breaching the airspace of other sovereign nations — a clear violation of international law.

Targeting Hamas leaders who were in Qatar as part of a negotiation team working toward a ceasefire in Gaza is unjustifiable. Such actions sabotage diplomatic efforts and threaten regional stability. This act of Israeli blatant criminality sends a dangerous message: no country in the region is safe from Israeli aggression.

As a close ally of the United States and a leading Arab Gulf state, Qatar has played a pivotal role in hosting negotiations and working tirelessly to end the humanitarian catastrophe in Gaza. Qatar’s commitment to peace stands in stark contrast to Israel’s ongoing military campaign, a genocidal war against the occupied Palestinian people in Gaza and the West Bank. Qatar has played the role of mediator for decades. As to Hamas, it played the role of mediator at the request of the US and Israel. Qatar played the role of mediator between the Taliban and the US and was thanked by President Biden for that role and designated as a major non-NATO ally.

This attack on Qatar is not an isolated incident. Israel has repeatedly violated the sovereignty of other nations, including that of Lebanon, Syria, Iraq, Yemen, and Iran. It remains the only state that routinely breaches the airspace of sovereign countries at will, with complete disregard for international law and diplomatic norms. These violations would not be possible without the unconditional political, diplomatic, and military support provided by the United States.

The time is long overdue for the United Nations to move beyond rhetoric and take decisive, enforceable action. Israel must be compelled to comply with international law. Words alone are no longer enough. The UN must implement concrete measures to hold Israel accountable. Without such action, Israel will continue its unchecked pattern of aggression.

The UN Security Council deals with serious breaches of international peace and security. The Security Council deals with these breaches through Chapter VII of the UN Charter. When diplomacy fails, the Security Council acts through Chapter 7. Diplomacy has failed. The UN is at this juncture, Israel is not a threat to international peace and security, Israel has been breaching international peace and security for almost two years. The UN must take measures under Chapter VII binding on its members to force Israel to end its aggression not only in Gaza but in the region as well.

“The US policy is for the conflict not to expand,” said Imad Hamad, AHRC Executive Director. “Israel is not only intent on continuing the genocide in Gaza but on expanding the conflict as well,” added Hamad.
