[Michigan, December 11, 2025]
The American Human Rights Council (AHRC USA) joins the Syrian people, the human rights community, and peace-loving people across the world in welcoming the repeal of the American sanctions, the Caesar Act, on Syria.
The Caesar Act was enacted in 2019 during the rule of the deposed Bashar al-Assad as part of the broader National Defense Authorization Act (NDAA). Its repeal represents a new era for Syria and for American Syrian relations.
This moment comes as Syrians celebrate milestones in their struggle for freedom and renewal. Syrians, who have endured years of economic hardship and war, celebrated the repeal as a turning point. It is a time of pride and optimism for Syria and its people — one country for all Syrians.
The end of the Caesar sanctions opens the door for Syria to regain prosperity and move forward. The repeal will allow Syria to rebuild and become a fully integrated member of the international community and the global economy.
AHRC congratulates the new Syrian government and the people on this milestone and commends President Trump for his leadership on this issue and the U.S. lawmakers for advancing the repeal of these restrictive measures, a measure that had long impacted the well-being of its people.
“Syrian Americans, a very successful and politically engaged community, have played a key role in the imposition of the sanctions on the old regime and in the removal of the sanctions on the promising New Syria,” said Imad Hamad, AHRC Executive Director. “In both instances, they were looking for what is best for their country,” added Hamad. “We are optimistic that much better days are ahead for Syria and its people,” concluded Hamad.
